Gozo Dive Sites by Car. Gozo is the Mediterranean's premier shore-diving destination and a rental car is what unlocks it: most dive sites sit a 10–20 minute drive from Victoria, off the bus routes, so a car lets you chase the sheltered lee as the wind shifts and beat the summer crush at the Blue Hole. This planner matches sites to your certification, the day's wind, and whether you have a car. The rule that decides everything is Maltese law (Subsidiary Legislation 409.13): an 'independent diver' who may dive unguided with a buddy must hold a certification rated to at least 30 metres — PADI Advanced Open Water, BSAC Sports Diver, SSI Advanced or CMAS 2-star. A PADI Open Water diver (18 m limit) is not independent in Malta and must be accompanied in the water by a licensed instructor, not just a divemaster; solo diving is refused. Discover dives are capped at 12 m and minors under 15 at 21 m. Bring your C-card and a medical self-declaration valid one year; over-60s need an annual medical. Shallow, beginner-friendly shore dives include Xwejni Bay (8 m), Mġarr ix-Xini (16 m) and Xlendi Bay and Tunnel (10 m). Open Water depth with a guide covers the Blue Hole at Dwejra (16 m, walls to 60 m), Cathedral Cave at Wied il-Għasri (15 m air dome) and the Reqqa Point shelf (17 m). Advanced opens the Inland Sea / Dwejra Tunnel (26 m), Coral Cave (17–30 m) and Double Arch (20–36 m). The Xatt l-Aħmar wrecks are deep: MV Karwela deck 30 m (bow 41 m), MV Cominoland 32–39 m, and the upside-down MV Xlendi 32–44 m (no penetration). Match the site to the wind: West or Northwest winds close Dwejra (Blue Hole, Inland Sea, Coral Cave), so go south to the Xatt l-Aħmar wrecks, Mġarr ix-Xini and Ras il-Ħobż; North or Northeast winds close the north coast (Reqqa Point, Double Arch, Cathedral Cave); South or Southwest winds make Mġarr ix-Xini and Xlendi rough, so go north to Reqqa, Cathedral Cave and Xwejni. Driving and insurance: the Xatt l-Aħmar wrecks need a steep concrete farm track and Ras il-Ħobż a rough rock section. Standard Maltese CDW does not cover undercarriage, tyres, wheels or glass unless you buy Super CDW or Full Damage Waiver, and many contracts forbid unpaved driving and carrying pressurised cylinders — so let the dive centre's jeep carry tanks and handle the rough tracks (it is included in guided prices) and use a normal hire car for everything else. Costs in 2026: a guided shore dive is about €42–€50 including tank, weights, jeep transport and a guide; six-dive packs fall to about €33 per dive; gear hire is €12–€25 per day; independent five-day air fills are about €110 (Advanced required); nitrox adds €5.50 per tank and boat dives €25–€30. Dwejra is a Natura 2000 area with new 2026 protection regulations under consultation, but there are no scuba permits, group-size limits or access fees for divers.
